In order the better to give His Excellency the results

of my observations in a brief form I will offer the following resumé

The present Staff of the Harbour Office including the

Junk Office, the Entry and Clearance Office for Steamers, and the

Secretarial Office in my opinion and as result of a few months

experience in the Department wile working on special duty for the

Government, is ill-divided and badly directed and is more than

sufficient for the work it is called upon to perform.

The European clerk has not sufficient clerical and

other labours to fully occupy his time; he appears to lack authority over the staff having to refer to the Harbour Master of Assistant Harbour Master before the simplest reprimand can be conveyed. The

late clerk a Junk Inspector with I fear no qualifications for some

of his new duties did not supervise as he should have done, e.g.

I ascertained that the Tonnage Statistics for the first four montha of this year were much behind and there is no excuse for this,
